Course Description : The purpose of the course is to give students a practical overview of Monitoring and Evaluation (M&E) concepts, tools and practices as currently promoted and implemented for the evaluation of public policies, in the framework of development assistance and cooperation. The course will cover M&E steps, following the Project Cycle Management (PCM) model proposed by the EU for the management of its projects, programmes and policies and generally in use in development cooperation by main operators (WB, UN, AfD, WTO etc.). Based on ﬁrst-hand concrete examples coming from real calls for proposals for evaluation, the course aims to impart to students practical knowhow to set up, implement and follow up on Monitoring and Evaluation of public policies. The course plans to concentrate on cases related to Education, Health and broadly deﬁned Governance/Rule of Law ; but students are welcome to open the course to other public policy ﬁelds of interest (notably trade and justice sector, or the environment) with prior agreement of the instructor. The course aims to be fully interactive, with the students reﬂecting on concepts and practices to assess projects, programmes and policies in their ﬁeld of interest, and the lecturer raising issues and current conceptual debate for this purpose. The course does not present a set body of technical knowledge and M&E is not understood as a hard science but rather as an analytical effort to enhance development interventions. The approach is practical and reﬂects the professional experience of the lecturers. MONITORING AND EVALUATION OF PUBLIC POLICIES IN THE FRAMEWORK OF DEVELOPMENT

Prerequisite : No prerequisite requirements. Prior knowledge of international donors community (EU, UN family organisations including WB, DfID AfD etc.) structures and modalities of intervention a plus. Some prior exposure to project cycle management welcomed. Pedagogical Format : Seminar Course validation : - Participation in class ; 10%. - Group work : writing fully detailed terms of reference (ToRs) or Proposals for the evaluation of a public policy intervention (Education, health, governance or other ﬁeld) in a context (country, region, scope) to be agreed previously with the course leader : 50% + oral presentation 40%. Workload : The course does not require heavy home work.
